So first off if you have not read Watchmen or V For Vendetta, seriously, you like comics, what is wrong with you. I mean at least Wikipedia it.

I ended up having to write a paper on the Watchmen and then after coincidentally reading V For Vendetta I noticed a similarity between
So that got me thinking and I wrote a long paper on it that is posted inbetween these spoilers.
Long Story Short - Alan Moore writes literary fanfiction, would you not expect a shared universe between two of his most famous books?

I don't really buy those two being the same characters, because, to me, V was a morally-compromised but high-meaning hero, and Veidt is a villain who's trying really hard to pretend that he's a hero.

If you don't believe me, look at the last scene of Watchmen: everywhere we see, far more than as it was before, Veidt's logo is on everything. I'm of the interpretation that, while Veidt might think he did what he did to save the world, but his plan made it REALLY easier to own it in the process.

In short, no. An analysis will lead you to the obvious, two totally different characters and stories. The interesting thing about V is that he could potentially be a she. I don't remember if this was mentioned in the TPB notes, but I think Moore wanted the gender-bending V to be an issue but had to leave it out. While Adrian is a bit androgynous at times, he is most definitely a he.

I've read Watchmen, but I haven't read V for Vendetta (seen the movie). Regardless of how plausible or not your theory is, I really like it!

I now really, REALLY, want to read these back to back and see if there is any real solid proof of this. I love the idea (though I don't agree with you point by point), and I think if Moore meant it to be this way, there would be a lot more concrete proof. Not shooting you down at all, and would really enjoy taking an in-depth look at this.
