RE: You Are in Charge of DC & MARVEL COMICS
I've spent too much time thinking about this. The last one is a bit of a cheat.

DC

OMAC and the Legion of Super-Heroes - Jonathan Hickman, Farel Dalrymple, & Dave Stewart
John Constantine - Rick Remender, Fabio Moon, & Dave Stewart
Steve Trevor: Global Peace Agent - Brian K. Vaughan & Tonci Zonjic
Batman - Priest, Jerome Opena, & Dean White
The Demon - Jeff Parker, John Romita Jr, & Dean White
Keystone Cops - Naoki Urasawa
Plastic Man - Brandon Graham
Jimmy Olsen - Kieron Gillen & Becky Cloonan

Marvel
Silver Surfer - James Robinson & Frazer Irving
Heroes for Hire - Eiichiro Oda
Runaways - Bryan Lee O'Malley, Cliff Chiang, & Matthew Wilson
Spider-Man - James Stokoe
Hulks - Jeff Lemire, Travel Foreman, & Jose Villarrubia
Nick Fury - Peter Milligan, Moritat, & Gabriel Bautista
Daredevil - Keith Giffen & Rafael Grampa
Fantomex - Paul Grist, Marcos Martin, & Munsta Vicente
Black Panther - Brian Azzarello, Cully Hammer, & Dave McCaig

Marvel/DC Team-Up - Mark Waid, Chris Samnee, & Matthew Wilson

Oh man, Oda on Heroes for Hire is either genius or madness, but that's a cross-continental comic I want to see!

I don't know what's better, OMAC and the Legion or Oda's Heroes for Hire.

1 Francis Manapul/Brian Buccatello-flash
2 Grant Morrison/Bill Sienkiewicz-Hawkman
3 Joe Casey/Tom Scioli - Fourth World(maybe bimonthly)
4 Curt Franklin/Chris Haley/Various - DC Presents(mix of short features by up and comers and humor features poking fun at DC)
5 Jeff Lemire/Alberto Ponticelli - Frankenstein(so good. too good to drop)
6 Fred Van Lente/Jordi Bernet - Bat Lash
7 Justin Gray/Jimmy Palmiotti/Moritat - Jonah Hex
8 Nick Spencer/RB Silva - Jimmy Olsen
9 Chris Roberson/Mike Allred - Superman
10 Scott Snyder/some cowriter who can cut his writing down to size/Greg Capullo - Batman

You've got some great interesting choices there and I'm pretty sure I would buy every one of these books, but no ladies with their own book? Jimmy Olsen and Bat Lash, but no Wonder Woman?

It's your world, so no judgment, just trying to foster a little discussion.

Really good point, it was really an off the top of my head thing. I really would like to have a Palmiotti/Gray PG reunion, but I already had them on a Hex book, and didn't want to overload with Graymiotti. For Wonder woman, I really have no interest outside of the Rucka stuff I've read of hers. In retrospect, I'd consolidate Superman, Olsen, and a Lois Lane title into a Superman Family title, with Jaime Hernandez on the Lois segment, maybe a James Kochalka Perry White one-pager as well. I really want more anthologies in the mix. And all of these are probably on less quality paper at a lower price point, with the lux interiors exclusive to the collected editions, so we can have a good reason to have the collecteds if the issues are still readily available. I also want one out and out Mature title and one out and out kids title, though I want all the content for the regular titles to be at a family friendly level, like a PG-13, with all that allows. Also, Bat Lash and Jimmy are the best.
So that's
1 Heroic Tales(Francis Manapul/Brian Buccatello-Flash;Grant Morrison/Bill Sienkiewicz-Hawkman;Umberto Eco/Steve McNiven-Green Lantern;Eric Powell-Snapper Carr 2-pagers)Adam Hughes on covers
2 Curt Franklin/Chris Haley/Various - DC Presents(mix of short features by up and comers and humor features poking fun at DC)(this one is itself anthology-size)Sergio Aragones on covers
3 Weird and Wild Worlds Of Comic Brilliance(Joe Casey/Tom Scioli - Fourth World;Jeff Lemire/Alberto Ponticelli - Frankenstein;Nick Spencer/Christian Ward - Booster Gold(these are all shorter segments, so Ward should be able to get a segment out every month, if not, bimonthly with Evan Dorkin - Plastic Man); Keiron Gillen/Ryan Sook - Kamandi 2-pagers)JG Jones on covers
4 All-Star Western(Fred Van Lente/Jordi Bernet - Bat Lash;Justin Gray/Jimmy Palmiotti/Moritat - Jonah Hex;Mike Mignola/Richard Corben - El Diablo;James Robinson/Tony Harris-Scalphunter 2-pagers)Rafa Garres on covers
5 Superman Family:(Chris Roberson/Mike Allred - Superman;Nick Spencer/RB Silva - Jimmy Olsen, Jaime Hernandez - Lois Lane;KC Green - Mxyzptlk
2-pagers)George Perez on covers
6 Batman Family:(Scott Snyder/Greg Capullo - Batman;Ed Brubaker/Darwyn Cooke - Catwoman;Ryan Kelly/Becky Cloonan - Batgirl;Brian Bolland - Alfred 2-pagers)Mike Mignola on covers
7 Mike Grell/possibly an artist if he can't do the art anymore, dude is kinda old - Warlord
8 Brian Azarello/Eduardo Risso - The Question(both, possibly in different times, with the Vic ones being Tales Of Times Past-like things, def. both set in Hub City)
9 Milligan/someone - Constantine (Mature Readers)
10 Chris Sims/Jill Thompson - Wonder Woman(I love his pitch for the All-Ages WW comic, and Jill Thompson is just amazing., also these 1-story books would have longer features than the anthologies have, about as many pages as they have now)
Marvel
1 Mechanical Marvel(Jonathan Hickman/Jamie McKelvie-Invincible Iron Man;Christopher Priest/Geof Darrow-War Machine;Howard Chaykin/Nick Dragotta-Fifties-set Anthony Stark feature)Salvador Larocca on covers
2 Kurt Busiek/Carlos Pacheco-Avengers(the future ones from Avengers Forever, with Noh-Varr and Songbird;Ed Brubaker/Chris Samnee-Captain America; and a revolving series of Avengers spotlighted; Chris Haley-D-Man 2-pagers)Gary Frank on covers
3 Matt Fraction/Pascal Ferry - Fantastic 4
4 Warren Ellis/Various - Team X(basically his Secret Avengers type stuff)
5 Strange Tales(Fred Van Lente/Chris Burnham - Marvel Monsters;Fabio Moon/Gabriel Ba-Dr. Strange;Jason Aaron/Rafael Grampa - Terror, Inc.;James Stokoe-Galactus one-pagers)Frazier Irving on covers
6 X-Family(Joe Casey/Chris Bachalo - X-men;Paul Cornell/Yanick Paquette - Excalibur;revolving X-member spotlight feature)Frank Quitely on covers
7 Masters of Kung Fu(Jim Rugg - Iron Fist/Power Man(set in the 80s);Mark Waid/Marcos Martin - Daredevil,Marjorie Liu/Sana Takeda-X-23)Paolo Rivera on covers
8 Punisher(Greg Rucka/Eduardo Risso-Punisher Regular universe;John Layman/Rob Guillory-Punisher 2099(an alternaverse wherein the Punisher is time traveled to 2099, and fights future crime sort of like Robocop, but without the robot parts; and a series of Punisher's oddest cases from the Baron Era running as 2-parters, like when they used to run old Kirby Golden Age stories in the 4th World books))Steve Rude on covers
9 Kyle Baker-Deadpool MAX
10 Spider Man loves Mary Jane(Sean McKeever/Takeshi Miyazawa)
Also, since you specified 10 for each company, you never said anything about one that's both.
