I ended up stumbling on the Public Domain Super Hero Wiki when I was searching for information on a character (John Force, Magic Agent) I saw on Cover Browser.

The site is a collection of characters with lapsed, nonexistant or disputed characters that fell into the public domain.

It is a fun time waste and there are some really weird ideas like Black Satan who is just a dude with a gun that can temporarily blind people which is hilarious.
